*The new property manager is currently replacing some of these documents from those with the previous property manager's contact info. They should be available shortly. Vehicle Registration Document: Did you purchase a new vehicle? Do you have a new tenant? If so, you are required to complete and submit a vehicle registration document. They should be mailed to West Bluff Hills Homeowners Assn, c/o Margaret Rios, Prescott Companies, 5950 La Place Ct. Ste 200, Carlsbad, CA 92008 (document pending release*) In the absence of this document, just call Margaret at 760-634-4700 and provide her with your car(s) description and plate number(s). Information can also be emailed to Margaret at mrios@prescottmgt.com . Include your address and vehicle information. Rules and Regulations Package: Did you know that all residents (onsite owners and tenants) should read and abide by the rules and regulations? If you have a new tenant, send them the link to these rules (or download and email the pdf) and request that they sign off on reading and understanding them. Everyone should read these at least once! Violation Report: Having a problem with a neighbor and unable to resolve it with friendly communication? Owners can submit a violation report to management. Tenants, your path for this is to report your complaint to your landlord and the landlord then submits this report. The reporting party remains anonymous and the board handles the issue in executive session. Note: This document was used by the previous management company. It should be acceptable however, Prescott may release a newer version someday. We modified the address at the top to reflect the current mailing address. Violations and Fines: The document that outlines how violations are handled and what fines may be imposed resulting from violations. Architectual Application: Are you planning on some major upgrades to your property? Switching out a dishwasher or refrigerator does not require this application but, tearing out your old bathtub and replacing it with a shower does. Generally, any work where you pierce a wall that contains utilities (electricity, water, or gas), other than hanging pictures etc, will require this approval. Check with the property manager first to see if your plans require this approval, then expect to wait about a month to see if your application is either approved or denied by the board. CC&R's: Covenants, Conditions & Restrictions (CC&Rs) are limits, rules and regulations that lay out the guidelines for our planned community. If these guidelines don't conflict with state or federal law, they are the basic conditions under which we operate. We still have the original 1980 CC&R's, written before computers. So you will be looking at a lot of scanned images of typed pages! The pdf page numbers do not match the numbers on the scan: Ugh, but, this is a very important document. By-Laws: The bylaws govern how the HOA operates and contain the information needed to run the HOA as a business. They define items such as duties and powers of board members, when elections are held, how many people are to serve on the board and membership voting rights. Pretty boring stuff, and again, 1980 vintage but you may need to refer to it for some reason. Reserve Studies: Show the health of our reserve fund. It is the money banked for future repairs of capital expense items. Meeting Minutes: An incomplete record of more current meeting minutes from the HOA monthly board meetings.
